[Tether] [Controls PC] As a Player I want to Tap The Button To Start Tethering and Tap Again To Stop

I'm writing this feedback as a Keyboard & Mouse user on PC.
As an accessibility option: I wish I could chose between 2 methods of using the Tether.
1) Tethering is active while the button is held, as is in the game now.
2) Press to start Tethering, press to stop, as an option to customize my controls.

I've played more to learn how the Tether works with small physics objects such as crates!
This feedback is more about Tethering against the environment, using it like a grappling hook to swing.
Maybe it doesn't make sense anymore, since I've seen the case where it's with against physics objects.
