[BUG] Cannot Screenshot, Screen Snip, or Screen Record in Fullscreen / WindowedFullScreen

So, in trying to compile information for my other submissions, I was running into issues with being able to use either "PrintScreen" or the built in Windows Screen Snip tool to take screenshots. Then, when I tried to use "Window Capture" in OBS to record, it was coming up blank. I was finally able to screenshot while in Windowed mode and "Game Capture" allowed me to record in Windowed mode via OBS, so it /feels/ like some sort of anti-piracy measure ala what streaming services do when their apps are in the foreground, but idk if that even makes sense for the game since I don't believe there are any restrictions on streaming.
