Remove vignette overlay at low health

Git rid of the vignette overlay when low health or at least have an option to turn it off. I can probably speak for the majority in that we don't like it or mods to remove them would not exist. Personally, I don't like my screen pulsing red. I know my health is low, I do not need to be reminded.
